About SAFETY.INC

SAFETY.INC exists to provide executive leadership of safety risk when consequences are real.

While many organizations invest heavily in safety programs, training, and compliance, safety failures rarely stem from a lack of effort.

They stem from unclear executive ownership, fragmented accountability, and decisions made without full visibility of risk.

That is the gap SAFETY.INC was built to address.

Executive Safety Leadership — Not Traditional Consulting

SAFETY.INC specializes in the Fractional Chief Safety Officer (fCSO) model — providing temporary, executive-level ownership of safety risk for organizations operating in high-risk and highly regulated environments.

This work is not focused on writing procedures, delivering training, or running compliance programs.

It is focused on:

  • executive accountability for safety risk

  • governance and system effectiveness

  • decision support when trade-offs and pressure increase

  • stabilizing leadership confidence during growth, incidents, audits, or regulatory scrutiny

Fractional CSO engagements exist to ensure that someone at the executive level truly owns safety risk — not just the paperwork associated with it.

Led by Experience at the Executive Level

SAFETY.INC is led by Michael Matthew, a senior safety and operational-risk professional with more than 30 years of experience working inside some of Canada’s most complex, high-risk, and highly regulated environments.

His background spans nuclear power generation, transmission and distribution, oil and gas, forestry, utilities, and construction — environments where safety outcomes are inseparable from operational, legal, and reputational risk.

That experience shapes how SAFETY.INC operates today:
at the executive system level, where safety performance is determined, tested, and defended.

How SAFETY.INC Works

Fractional Chief Safety Officer engagements are typically:

  • short-term and high-impact

  • engaged during periods of change, growth, or heightened scrutiny

  • focused on clarifying accountability and restoring control

  • designed to support executive decision-making, not replace it

Where appropriate, SAFETY.INC provides supporting tools, systems, and operational resources to strengthen visibility and consistency — always in service of executive judgment, not in place of it.

Traditional safety consulting, training, and compliance support remain available when they support executive objectives, not as stand-alone activities.

Our Perspective

At SAFETY.INC, we believe:

  • safety failures are governance failures before they are operational ones

  • boards don’t need more data — they need clarity

  • strong safety systems make risk visible early, when leaders still have options

  • accountability must exist between meetings, not just on paper

Our role is to help leadership teams see risk clearly, decide deliberately, and own outcomes confidently.

When to Engage SAFETY.INC

Organizations typically engage SAFETY.INC when:

  • growth outpaces leadership capacity

  • an incident or near miss changes the conversation

  • audits, regulators, or boards begin asking harder questions

  • confidence in the safety system quietly erodes

  • accountability exists formally, but not functionally

These moments require executive ownership of safety risk, not additional activity.

A Conversation, Not a Pitch

If your organization is navigating one of these moments and needs temporary executive ownership of safety risk, SAFETY.INC provides experienced leadership grounded in governance, judgment, and accountability.

A short conversation is usually the right place to start.
